The months running up to President William Ruto's inauguration in July and August of this year saw the use of this money.
Unexpected costs for the State House, a military research institution, and a subsidy for maize flour were Sh 2.2 billion, Sh 4.5 billion, and Sh 810 million, respectively. The parliament had not yet approved anything.
Even though the amount had not been authorized by parliament, cash were reportedly also granted for the construction of roads and other important projects, according to the Treasury.
